This could be so true..any CEC app is sent to Edmonton! in this case, i wonder how Edmonton process some applications so faster than others, despite these other apps are being passed almost everything!! never understand how do they deal with the apps.
Edmonton does not normally deal with permanent residence applications. My guess is that only inland applications (and mostly CEC) are chosen so that they only have to train on how to process one kind of PR application, instead of many different types. Even considering this, very few of the total CEC applicants end up at Edmonton.

A few reasons, first I had two ADRs. Each of those can add a month or so. Second, Edmonton office is typically slower than most offices. Third, I just don't know what the hold-up was after my application had all stages met and was internally approved. It took a full 9 weeks from that internal approval to PPR.
Tried to figure it out, but couldnt! with my understanding of how many apps are being submitted, however, sometimes an app will be left there for months! it seems they need a comprehensive system to get all apps in order and finalise them according to its AOR or else!
No problem. Just to clarify, since I was generalizing a bit... They don't process typical permanent residence applications, but they do deal with applications for protected persons, convention refugees, live-in caregivers, Caring for Children and Caring for People with High Medical Needs pathways, and PR under the temporary resident permit holder class (TRP is not the same as a temporary resident with a work permit etc.).
For express entry, I think they always have a small number of applications due to the "work sharing" at IRCC when the bigger offices like Ottawa or Sydney get too overloaded, but Express Entry PR processing is not one of their primary responsibilities.

Edmonton usually gives out WP approvals within timelines. I see the problem is only with PR approvals and interviews. Also i think only some of the TR holders PR applications go to Edmonton. Don't know if it's random or its decided on some basis. My friends application same as mine was processed in Ottawa and PPR came through before five months. Mine is stuck here 
I just had a ghost update on my BOWP application.
I don't know exactly the steps they take on the process of the BOWP, BUT I applied on April 3rd for it, so most likely the answer for the BOWP is coming before the PR and I won't be able to get the money back. 281 days of waiting on my case.
At least I will have a status again if the BOWP is approved. At least i will get to renew my MSP and my SIN #. At least I will be able to get my driver's license. My WP would expire in August and I was already having issues with these little surviving things. Just because of the PR.

Hopefully, you get both together. Sometimes BOWP approvals triggers completion of delayed PR applications. I have seen some cases here like that
I have news: The BOWP was approved today. But it is hard to decide whether this is good or bad news, to be honest, as I feel I am paying for something that is not my fault. Anyways, I hope the PPR come soon, and maybe I can still get my money back. At least now I can kind of move on with my life and the minor issues I was having.
About the "rain of PPRs"...Yeah, I noticed on Immitracker a lot of people has been approved yesterday and today. Happy almost Canada Day!
From a bright side, my friend who did not apply BOWP until timeframes of EE was approaching. After he applied BOWP and got it approved, which was also his EE timeframe passed, his EE got approved. He told me and speculated that probably they wanted to “earn” a little bit more money from him for the last chance before ppr. GL.
Even i feel the same. I deliberately postponed my extension of closed WP as i didn't want to be stuck with my current employer. But there seems to be no PPR in sight so instead of applying for a bowp i opted for the closed WP from my employer. It got approved in like 2.5 months. May be they get this small extra sums of money from bowp and WP
i remember my university board which fails some people so they pay for the re-evaluation as well as supplementary exams. But they all eventually get through in re-evaluation phase and the re-exam fee is useless and not refundableSimilar threads
