Thanks for showing me the real picture...Then applying paper application is the only option left for you if you want to use your PNP.

I completed one year of skilled work experience under NOC B and applied for EE under cec. Do you think they will divide the number of invitations by category i.e like at least 10000 from cec. ???

I think yes, if they didnt had this in mind why would they give specific numbers of CEC and FSW applicants to be immigrating in 2015.
