Anyone who got PR without Police certificate?

l need 3 police certificates in total.
I've got 2 of them but the last one has not come yet.

It should have been here already.
It has taken 4 weeks since I got the confirmation of certificate that said estimated time of deliver will be 2-3 weeks.

So it might have been missing for some reasons.

In this type of case, does CIC accept and go ahead without this certificate?
I heard they sometimes approved PR by submitting a letter that explains what's going on.

Bro its a clear rejection if you all the required documents are not there
Even i too was rejected for not attaching PCC from Dubai.

And PCC is only required if you had stayed in that place for more than 6 months.

If you don't have much time, what you can do is..
Show some communications or email that you requested for your PCC and its taking long time to reach you
some snap shots and attach it along with LOE and explain why it is taking time
 
I don't believe anyone got PR without police cert....it's the deal breaker....
I have seen lots of ppl messing up PCC and getting outright rejection

For now, Submit receipt and emails or any proof to show you are trying hard to get it....while try your best to get it asap. Create a post asking how other ppl managed to get PCC from SPF.......a suggestion

I second this, and can tell you firsthand they will reject your application in a heartbeat if you do not include a PCC (or proof you are trying to get the PCC).
 
I am also facing this problem.
I was in China on an F Visa and all the lawyers and notary offices I contacted are telling me they cannot issue a PCC for an F Visa.

I explained this in the LOE, but still got a request for a Chinese PCC.

What is your advice? I need help!

Get it in writing from them that they cannot issue you one and submit it to CIC. I would also call CIC and ask about it.
