I have recently submitted a CSE with additional documents for my express entry application (after discovering a mistake in the initially uploaded documents), and I received a reply from CIC the next day confirming the receipt of my documents (listing their names) and saying "We have forwarded them and the information you provided to the responsible office for their consideration".
However, I am still worried that the new documents might not be attached to the application, so I am considering to email them on this address "question@cic.gc.ca" to ask whether the documents were attached. I can't call the Call center since I am outside of Canada.
Has anyone tried emailing this address? What was the result?

Regardless of you being outside Canada you can still call IRCC at +1 613-944-4000. You can use Skype or google hangout to call them. However, since they have said that the additional documents have been forwarded to the responsible officer, I don't think you need to worry about anything.

Ok I will try calling them today. On another note, do they send a message if new documents get attached to the file? Or does it show that new documents were added inside the application profile?

You will get to see within your profile itself in the colum of Additional documents to 'additional documents uploaded' to 'documents being reviewed'

Well I just checked my profile, next to 'Review of additional documents': We do not need additional documents. It doesn't say 'additional documents uploaded'.

Can you provide me with your timeline of the ADR as to when it was requested and when you uploaded it

They didn't request it. As I explained above, I sent the documents through the IRCC web form because I discovered that I uploaded the wrong attachments on my application. AOR December 29, send the CSE on January 5.

It’s all good then, you won’t get an update on the application portal then. Call IRCC just for double confirmation.

I read some people receive email notifications when their CSE gets attached to their application... But I'm not sure if its a rule. Thanks for your help anyway :)

Please go ahead and create webform request as well ...

and talk to CIC as well.

You also received a notification (check the bold part), it means that your document was forwarded to the concerned officer.

Yes true, concerned office though, not officer. But this still doesn't mean that the concerned office attached the new documents to the application. What I'm looking for is the actual confirmation of them being attached to my file.

I would suggest you to call IRCC for the same. :)
