No, no one has, because it's not possible.
Only people whose CRS is above the cutoff can obtain PR through EE, and the cutoff has never dropped below 450.

So if your CRS is low, the only way to obtain PR is by increasing your CRS.

People who have points below 450 when it comes to human capital only have either managed to get LMIA (but now LMIA is only worth 50 points) or they have been nominated by a province.

Let say I have 475 points .. It is still not guaranteed you are going to be accepted no? Since they will have to filter the people with the required CRS points to match the jobs they need in Canada?

If you have 475 points and the draw is 473, you get an ITA. The job subject doesn't matter. Whatever the draw is, anyone with a score above that gets an ITA.
