Sure, it is not a major problem. Most people have relatives in Canada, so what, they don't have right to apply? I believe, if someone is frequently involved in applying different states like I notice one case something name "Mama" I remember last! She/he involved with other provinces also it means her intentions do not stick with SINP or any particular province. Then the officer can ask for "how you can satisfy to be lived in Saskatchewan after nomination and PR?"
