Anyone received police clearance Certificate from Pakistan

Hi everyone. My friend is still stuck in getting police clearance Certificate from Pakistan. They require valid passport to make one. Her passport is held with Ircc and it is expired. She wrote an explanation letter to IRcc but they refused, they still want pcc.
Now she has send urgent request to get her expired passport from etobicoke office, make new passport and then apply for pcc.
Please anyone who has been in this position help. She is very tense

What is her original citizenship, if she is Pakistani she doesn’t require PCC from Pakistan.
She cannot get her passport back until she received PR, even after that she should not renew her Pakistani passport otherwise she will loose her Refugee status.

You don't need to submit PCC if you are from Pakistan otherwise without passport you won't get PCC from Pakistan

This is so strange why someone will need a PCC from a country of origin. She should write a letter and upload on webform without waisting time and letting the officer know that why she cant get it and what are the issues and requirements for getting a PCC i think the officer can realize he / she did a mistake. this is the fatest way without waisting time on efforts to get old passport and then renew it.

You need to understand she can’t travel to Pakistan until she becomes Canadian Citizen.
From which city in Pakistan she need PCC, May be some one can help her.

From lahore, I understand the situation but officer is not understanding, she wrote explanation letter already but officer is insisting to provide PCC.. may be he doesn't know their own rules.
Like this is something weird, how can he insist on something that he knows.
