No it doesnt change to In process after after Pending Review. When does 'Received by Visa Office' appear then?

When your e-case status shows the link; "Receieved by Visa office" , click on that link, then you will see the details which say; your application is Pending Review at the visa office.
The next step according to the order if your applicatin is eligible is the link "visa office eligibility complete" then "in process"

No, not yet. It just means that your application is eligible to be processed and processing has begun to assess your application against the 6 selection criteria;(work experince, education,......etc) to check whether you reach the pass mark 67. It means as well that no refund will be available if the application get refused.
