i am not sure specifically about PGWP standards but for better picture Quality , it is always advisable to have a picture scanned with minimum 300 DPI... Adobe Photoshop and pre-installed printer software support 300 DPI scanned support..

you also need to cross verify that some website have a limit of the size of the Pictures that you can upload/attach.. check the website if they have such instructions over limitations..
