Anyone know if I need to include CAQ with OWP application (sending it PR app.)?

Anyone have an idea if it's necessary to include a copy of the CAQ tied to my wife's current employer if she's applying for an open work permit? The application is being sent in with her inland spousal PR application.

I know the LMO doesn't need to be included, but about about the CAQ from Quebec?
