Anyone heard about Work Permit to Permanent resident program?

Reading couple files about this program it says that specific investment is not needed, the only thing you need is to start Canadian business and manage it.

I saw about this program in this and other website, but looks like it's bullshit coz nobody is talking about it.

Just trying to explore everything what's possible!
