I applied on 15th October to the VFS Bangalore and today my application status changed to "Passport has been dispatched " ......what it means? whether i got the VISA Approval or not?

It can mean anything. They've sent your passport so if you get an approval email from them, it'll mean your visa is approved. Otherwise, you've to see the passport itself to know the outcome.

They had told me it'd take 15 days; tomorrow is my 15th day. Let's hope tomorrow we all get the notification email from them. It'd be the biggest gift on Diwali.

15 days meant 15 working days.. 3 full weeks excluding weekends and holidays!!!

"Welcome to the Faculty of Science at UFV, what do you do now...

Check what day and time you are eligible to register...(after Nov. 3rd)

No relation at all with your visa. The university is simple telling you to register for classes as soon as possible after November 3. Because the seats are filled in some courses very fast.

I think reason of delay is holidays in india, as verification of documents may be delayed due to this reason, which is ultimately effecting all visa results.

Best reason possible acc. to me.....
