Yes it is because after decision made they send you an email asking for your passport.

My passport was also received on 20th May. Waiting for the tracker to be activated.

mine was received on 14th may, i did not get "decision made" yet, and visa tracking online told

Visa application, tracking ID No.xyz00000000000000 has been received by the Canada Visa Office, Singapore on 14/05/2014 and its under process.
