Anyone got PR without submitting "Reference letter" from employer

Hi ,
I have seen many posts explaining explanation letter and supporting documents in case employer's reference letter is not available.
I am really anxious of submitting without it and would like to know if anyone has got PR or positive acceptance by CIC without the reference letter.

Submit some kind of employment letter. If without duties and responsibilities, provide explanation to that effect. But do not even think of submitting the package without any employment letter.

Hi,
My job letter doesn't have detail of my duty. There is only a job title. But I put all the details of my duty in the cover letter as well as application form. When I applied, my direct manager resigned. My higher level manager didn't give me reference letter. I asked my co-worker to write down a reference letter for me. When CIC called my new manager, he gave good reference. Although my job is only an entry level job, I tried to describe my job in detail so that CIC can understand that this job require complex skills. This my experience. Hope it is helpful to you.

I have offer letter stating hours per week , Salary ,time duration , skill/work (not detailed) and have another work permit petition (which was filed in home country) which has duties and responsibilities in details.

so shall i write explanation letter as well mentioning about these two letter details , reason for not having reference letter (i think it will need supporting documents for this).
