Anyone got ITA while working outside Canada?

I am working outside of Canada but have Canadian work experience for 1.5 yrs. Does IRCC currently issuing ITA for the CEC profiles who stays outside Canada?

If you have Canadian exp inland Outland doesn’t matter . I got my ITA Outland
