LOR can only be send by referees through online portal.
We have to give their details while applying.
I don't think we can send hard copies of Lor.

My referees where unable to receive the link so they mailed them directly to engineering.grad@uottawa.ca as it was told by them through a mail, but it's still not updated on my portal

It will take some time to get reflected. Universities are slower in processing docs.
