If are interested in MAsc and have a really good profile(with research and papers etc), you can get admit in thesis based masters.
Otherwise, you can go for non-thesis/Meng/coursework Masters.
It is nothing related to being international student.You can apply for any course you like, It depends which suits you the most.

Damn previous year when I had checked in December their site had the following description of meng ECE:-
General Information
The Masters of Engineering program is designed for part-time study by practicing engineers and is based on a set of courses, normally offered in the evenings, plus a project performed in industry. The principal areas of study offered in the MEng program are electronics, communications and signal processing. The MASc, on the other hand, is a full-time program in which primary emphasis is on the thesis, rather than course work. It is more exploratory than the MEng, and hence the areas of study cover a greater range.
Please note that international students are not eligible for this MEng program. This is a Part-time program designed for those individuals who are currently working in the industry in the lower mainland.
and now they changed the meng criteria it seems during this year jan/feb time and now the description is :-
General Information
The following description of the Masters of Engineering (MEng) program at the School of Engineering Science will be effective from the fall 2013 term, and applications are being accepted for the new program. Existing MEng students can choose to stay in the old MEng program, or switch to the new program. Please click here for the description of the old MEng program.
The MEng program is designed for full-time or part-time students who want to take some graduate courses to improve their competitiveness in the job market. Students can choose either the Project MEng option or the Course MEng option. International students are welcome to apply. Note that students in the MEng program are ineligible for university financial support such as TA and Fellowship.
