Yes, it looks like IRCC wanted to finish with 2019 applicants this summer (most 2019 applications got oaths in summer). Autumn is reserved for 2020 applicants... So, next year maybe...

They have divided the work quarterly. You see this quarter starting August 2021 alot of 2021 getting processed to tests and only 2020 going to oath. Next Quarter you are going to see 2021s to DM and 2019 applications who had their oath cancelled will move to oath and 2021 will slow down while 2020 will continue to move more quick. They are going to clean the middle of the backlog which is 2020 applicants. For 2019 they will only process once 2020 gets reduced to a certain number . If they reduce alot of 2020s then things might get better for 2019 .
The good thing I noticed in this spreadsheet is that if you exclude outliers
with DM in Jan and Feb, the timing from DM to oath is around 4 months or less...

Out of 18 applicants only 4 are from 2019 rest are all 2020 who got oath and 1 2018
So there is news surrounding Montreal facebook that the ceremony will be everyday and 2 ceremonies per day will be held....so 10 in total per week....and it will start from 4 october....

I'm sorry to hear that I have been waiting for more than 2 years not knowing if my app will be refused or not. It's like the matrix. Just take the blue pill and live your life.

Ive completed my test in March and have been waiting for DM since, I tried calling IRCC, they told me that they cant give me any information right now. It's been a long and frustrating process...
In the new system even you already DM it will still show “In Process”. You have to google to find the old ECAS to check if you got DM or not.

How did you find out that your app is non-routine? Can the app still go into non routine after background check is already completed and test is done?
For me, my background check was completed in Jan 2021, I completed my test in March 2021, and I haven't had DM since. I've called IRCC recently to check on the app, but they won't give me information on a regular app right now, because they are busy with Afghanistan issues.... So I don't even know if my app is non routine...
