They are focus on afghan refugees and most of them are still not working.
IRCC cannot always refer to being occupied with Afghans.
Starting November until spring 2022 they will have a “snow/cold excuse”, then "snow melting problems", after that "unforeseen vacation issue". I’m just curious what excuse they will find this October?.. October could be this "magic month" when IRCC decides to work a bit...

there is Christmas and New Year in between.
I suspect some officers haven't even come from the Caribbean yet. To be able to stay there, they might dress up like a Christmas Tree (to celebrate both, Halloween and Christmas), after, they will decorate themselves with In Process 2018-19 applications, dance around the fire, and ask the Almighty to help with the conversion of the applications from In Process to Completed...
