Anyone flying from Chennai-Delhi-Toronto in the month of October/November. My mother is travelling alone and want to know if anyone else has a same travel plan.
I am a PR and my Mom is travelling with tourist visa.

Airline staff will be able to help. You can also give your mother a note with all her information, what she is doing in Canada, her quarantine plan and your phone# if there are any problems. She will just have to follow everyone getting off the plane in Toronto.

I am planning to bring my mother via same route on October First week. I am worrying about the transit time in Delhi. I am hearing it would take long time in Delhi immigration. Is 4 hour transit time enough for immigration @ delhi?

our parents arrived here in Canada via Delhi airport and yes 4-6 hrs should be good enough
