Anyone applying as Computer programmer under new FWS on May 2013?

I am disappointed by the documentaiton required for evaluation before applying for PR under FWS.
Is there anyone who share my views? I am from India where getting a certificate from University register is not an easy task. Please share how you guys are preparing the documents.

Aslo, I am wondering if I get my evaluation done this year, how long it will be valid ?

My univ also has a time frame of 21 days for sending docs to the ECA agencies. That feels like eternity...
