I was wondering if it is okay to send a copy of my Alberta Healthcare card since it does not have a photo on it and its just a piece of paper.

I only have 1 valid passports, 4 expired and no other identification.. I have applied for the Identification card but it has not came to me for over a month now and I want to apply for the citizenship now.

Any ideas?

I also used my AB healthcare card, and they accepted it.

I sent my AB healthcare card as a second ID when I applied. You should be fine.

Just want to make sure, the Healthcare card is the piece of paper it says the Personal Health Number and name, DOB and gender that's it, right?
and how do you know they accepted it? is it as in 'they did not return documents'?

Yes, that's the one, most of it is written in green. And you are correct, if they did not return your application, it means they accepted what you submitted.

Did it say, on your document checklist when you apply, it requires:

Photocopy of two (2) personal Identification Documents.
Must have your name, photo, and date of birth

but you submitted AHC? Any other identification did u submit other than that?
(except for the passports)

I had already submitted the biographical page of my passport, that served as the second identification document.
