Its always better to apply for a visa from your home country.

I applied for a second study permit to pursue my masters within canada in June but it was the wrong form and I re sent it to the LA office and they processed it in 7 days but I also have a family emergency so my application was processed as urgent . I am currently on a visitor visa as my work permit extension was denied. So it is possible, normally processing times for LA office is 4 - 5 weeks.
