Anybody know what Software I can use to crop my Digital Photo to required size

Hello Everyone,
Please can someone tell me what software i can use to crop my digital photo. I've taken the photo at a studio but they said i'll have to edit it on my own. I tried some already but they don't seem to give me the proper 45 x 35 mm size.

There are plenty of websites for passport photo and you can select different size
