Any Vietnamese Citizen's Visitor-Visa help, please

I cannot find any links to requirements/problems associated with Vietnamese Citizens getting a visitor's visa.
This would indicate that not too many Vietnamese Visa Applications are approved, or that they all are! Most unlikely to be the latter.
I have heard that it is very difficult.
Please advise on how to get the most favourable consideration to be approved for a visitors visa to Canada, for a Vietnamese citizen visiting a friend who will guarantee all costs whilst visiting, and flights back to Vietnam.
It sounds very discriminatory to not allow Vietnamese to easily visit Canada.
Anyone with some positive experiences, or pitfalls to warn about, please respond.

I am interested in following your post, also to hear if anyone else has any advice or experience. We tried to sponsor my sister to come, but were declined three years ago. We were considering trying again and am seeking advice and to hear of others' experiences.
