Do mention it my friend, because canada and us share their information. Am 90% sure. Rest of countries do not share .. vo appreciate honesty.

you must "tick" that box.
I just saw a case yesterday where the applicant didn't mention that if he was rejected any permit or visa from any country and he ticked 'NO' , even though he had been rejected thrice by US embassy. Luckily he didn't get the 2 year ban from Canada bt has been rejected showing the reason that, he was not truthful throughout his application.
