I've checked their B.Sc program.
That's bit higher than you mentioned.

There is nothing wrong with universities offering cheaper tuition, the reason for lower tuition cost across board for example in Brandon University in Manitoba is the fact that cost of living is cheaper, therefore the professors and staff are paid less than their counterparts in such cities as Toronto or Vancouver.

There is some Universities on that link with cheaper tuition--HOWEVER you need to do your own research to see if they qualify for a PGWP and OCWP-they might not.
