yes, I think I understand where your idea comes from and sorry I'm not apply from outland but I do have some friends are applying/did it, so I'd like to share it if it helps.
Myself, I've been living in Canada since 2007 so I just applied it inland. Although I knew it would be faster if I applied from Taiwan but I don't want to take the risk that if I had to fly back for interview. About my case, my bf and I both got married previously, which is not a straight case to VO, means VO might have more questions about us compared to other people. I'm kind of lucky because the VO didn't question about my app and I got my first stage approved at Sep 2011, just like the normal processing time. Now, they transfered my paper to Hong Kong since I have a kid in Taiwan who is non-accompany family member but still need to be going through the process. So I'm waiting for them to finish it now. I don't know how long it will take, I can only pray
Please keep that in mind, it's not 100% guarantee that Taiwanese will NOT need a interview; just lower percentage for interview compared to southern China and Hong Kong. You will ONLY not to be interviewed when the VO has no question about your case. I met a Taiwanese girl on Taiwanese discussion board who just finished her interview 2 weeks ago. But please don't get me wrong, I'm not trying to tell you not to apply from Hong Kong, just hope you get all the information before you making the decision.
Since I don't know too much about your case, what I would suggest here is giving/providing as much as the paper works you have in hand. (you can take a look here, lots of people shared their experience on how they prepared the paper). Don't give any chance to make the VO confused/doubt about your application, or make them try to ask you sending more paper, then you'll really save some more time.
