Any opinion. Re medical case

I am in Canada in closed work permit until 2022. My PR application is underway ( all eligibility passed, except medical. Medical furtherance test is underway.
Let’s say my medical comes negative ( say cancer And they refused PR). However In case cancer is detected I will still start My medical treatment on my health card, and continue until 2022 I.e., on work permit.
So what would be the rationale to refuse PR?

Did the panel physician send you for further testing before CIC did?

No, the medical doctor did not. CIC did
