there is a specific form that needs to be filled out and will be stamped by CBSA. it used to be called B4. it's recently been renumbered. if you google Canada B4, i'm sure it will come up. you will need 2 separate forms, 1 for goods bringing with you, 1 for goods to follow.

I believe http://www.cbsa-asfc.gc.ca/publications/forms-formulaires/bsf186a.pdf is the form you need.

I'd like to jump in and ask how detailed this list needs to be? When my wife comes over, she will be bringing clothes for herself and our child, along with some small things like baby bottles and a few toys. Does each article of clothing need to be listed, as that just seems ridiculous.

the list doesn't need to be detailed. you can certainly batch items into groups and assign a value for the lot. for example i wrote items like this: 1 box of books (value), 2 suitcases of clothes (value) 1 bag of costume jewelry (Value), etc. All CBSA really cares about is the total value, so make sure you total it up before presenting it.
