Well, you should remember that immigration is privilege, not a right. If you think IRCC is not behaving fair toward you, than think about people whose FSW applications where just dropped because of long backlog after 5-6 years of waiting in queue. That happened few years ago and no one was accountable for it. So just ... wait and hope that your application is not refused for some weird reason.
 
Let me get this right...you want to potentially take legal action against the country you are requesting the right to live in? Even if it were possible...not the brightest idea.

Yes, I was one of them. I was disappointed, but I knew there was nothing else I could do except apply again, so I did.
