For my partner it started 24h before they gave him a reply (applying from france)

Don’t know if my office would do that (applying from Hong Kong), though I really hope so!!!

My background check has been updated for a long time but my review of eligibility still says that is in progress, is it normal if they start reviewing background check first then eligibility?

depends on your VO, right now june non sds from india are getting decisions.
