Since they are working with January 2016 applicants, I guess, they might open by June or December. Nobody really knows.
But based on what happened last year, they may reopen this year.

SINP does not have family sponsor category AFAIK

I meant SINP Express entry and occupation in demand stream, the two categories that does not require job offer
