That is the golden question. The timeline for non-routine applications was advertised as being 36 months. They recently removed this piece of information from their website. Some people have confirmed hearing/reading that legacy applications may take until end of this year (December 2016).

Your guess is as good as anyone's, I'd say...

So it means it can take upto 36 months

As h3a3j6 has correctly mentioned 36 months time limit for non-routine applications processing was recently removed from CIC/IRCC website.
Now it just says "Non-routine applications take longer to process". and..... there is NO time limit. so, it may potentially take 5 years or even more.
