CIC call centre is useless though if i want to be processed as outland?
 
if i withdraw the app, where do they send the app back to, hopefully to the residential address and not my rep address so I can get the ball rolling and what mailing method do they use?
 
You shouldn't have to withdraw it. Someone on BritishExpats went through this a few months ago. He had to call the call centre a few times but they corrected the application and it was all done and dusted just fine. So call them up (mississauga specifically) and tell them about the mix up and makes ure your app is in the system as OUTLAND and not INLAND. Then go from there in terms of providing any missing docs.

I did, and my MP got involved and Missasauga told them they are processing as inland due to the inland forms, would it make sense to call the call centre again as they put a message on my file trying to get clarification of whether or not its inland, got confirmation from CPC-M through my sponsor's MP that the forms used were inland, in looking over my file I see only form that was an inland form, should i ask my MP office to contact CPC-M to try and classify it as an outland app?
 
Try calling yourself first. I know the guy on BE had to call 3-4 times until he found someone who wasn't a complete tool, as unfortunately 90% of the call centre is. Email them as well. If by Monday it hasn't been resolved, get your MP involved. The BE guy was able to do it himself but it took 3 days of him badgering them.

You mean, he got a call centre agent to change his application from inland to outland?
 
Yes, but he had to call 3-4 times to make sure it happened. One said they couldn't, then one said he could, then he called back to confirm as he had an uneasy feeling and it was still inland, then he called again and got someone good who sent some emails on his behalf adn a few days later he got an email confirming he was switched to outland and had sponsor approval.
