Any course for Master of Nursing which require no registration in canada

if there is any graduate degree Master of Nursing for admission which do not require any registration as RN with any canadian body.

I have not found any Master of Nursing degree in canada which do not require any registration I am looking for this course for my sister who is in India

please guide if there is any my sister holds B S Nursing 4 year regular degree from India
