this will never going to happen, the author of this article is 100% correct, even if we assume it will happen, the next cutoff for canada will drop to 300 CRS point.

Even if this were to move ahead, donald trump will oppose it and might not sign it in favor of the merit-based plan. If this passes, he would lose talking points of h1b taking jobs etc.
