They are first transferred to Ottawa from Edmonton and at Ottawa's discretion, they either complete the application in Ottawa or forward to designated embassy which is then transferred back to Ottawa.

Windsor is only assigned to verify LOA which emails your DLI and DLI responds with your status in the DLI (session enrolled for, if ever deferred etc) and verifies if you have paid fee. After that, it is transferred back to Edmonton which then assigns to Ottawa. Ottawa usually transfers to Abu Dhabi (in your case) and based on the instructions, either Abu Dhabi finalizes application or send back to Ottawa to finalize it. I've seen both cases in which Abu Dhabi and/or Ottawa finalized the application.
 
Jigzzy, have you seen anything different for visa exempt applications? My primay is edmonton and Secondary is Ottawa. My gcms notes had " recommended passed" in eligibility, criminality passed, info sharing in progress.

AIP issued in notes but I found VO assigned field empty

Which means it was not assigned to any VO. It will be assigned to someone and they will finalize it.
 
@jigzzy I am confused, how can an AIP be issued without a VO assigned? Who is this person? Will it be an analyst?

It was assigned but not anymore since no further processing is required after AIP. A Case processing agent (not visa officer) will pick up file and process ahead base on the information.
 
Update 10/27: It rained approvals here in the Philippines last October 26th.

1 SDS approval, Applied on July 4th, with AIP received on Sept 4th.
2 Regular Online - First one applied Oct 5th (no AIP), the other one applied on July 4th (with AIP).

Mine hasn't updated since the AIP in September and I've been waiting since February. I'm starting to regret this SDS route when general applications are getting approvals before us
Exactly, don’t know their logic about SDS, if everything is online why are they not making a decision, there are some other ways to delay student’s travelling but they are just playing with our future
 
Stage 2 processing has finally started for SDS app.
I hope it started on 20th Oct but there have been few approval and the majority of them applied in July. I don’t know when they will release final decision for application in March, April, May and June
