Will any of the following 2 options be helpful to you:

1) An American PR: You say your husband is an American by birth. It took less than 3 months for my friend's wife to get a PR in the US. Unlike Canada, US PR process seems to be quite fast.

2) Outland application while residing inside Canada: Why wait for 2 years for inland when many visa exempt individuals get outland processing done in as less as 3 months. Now this is not guaranteed, and you certainly won't get open work permit, but this would be fast. And you mentioned that you have not been working for a year now. So why not wait 3-4 more months. Even open work permit for outland applications is taking about 4 months these days.

Last but not least, and I am sorry I have to say this, who loses "all" his IDs? You mention that your husband has no passport, no birth certificate, no drivers license and absolutely no form of id. That's very careless of him at the least. Are you sure this is what that's going on? This appears really fishy! I sincerely hope for the best for you two as a couple. But you should realize that PR approval for common law would still be conditional on the continuation of relationship for at least 2 years after approval. That is, PR could be cancelled, if the relationship fails to exist. Unlike in a marriage, where people can appeal on human rights, things get hard for common law partnerships. At least with an outland application people don't have to wait for years, specially for visa exempt countries. My apologies for all these negative thoughts. But we have seen horror stories on these forums.

Have been living in Quebec for almost two years legally via visa extensions and return trips with my son(father deceased and 4 years old) as British citizens with my fiancee(Canadian citizen).
We have been preparing for our sponsorship for all this time, gathering documents and everything we need, extending my stay so that we could complete our one year common law, we decided to apply for Inbound sponsorship so I can also apply for the OPW as the period I have stayed here without work has used up my savings and we do not want the stress of having to leave the country with my little one and returning(cost of flights etc.)
Last week he mentioned to me when I asked that his passport was not valid, ok, I assumed he had his documents in order, he has nothing. Zero.
His Carte Maladie card is out of date and needs renewed which apparently he needs a passport to renew or birth certificate, he also needs a birth certificate to apply for a new passport, he cannot renew it as it is so out of date, he has no drivers license and now for the piece de resistance, he tells me he has no birth certificate, well he has one somewhere but it's not a Canadian birth certificate as he was born in America and brought to Canada at one month old(mother American father Canadian). He has no certificate of naturalization, I am completely confused and a little bit lost as to where to go, it is now looking like after all that my son and I might have to leave and return after all because apparently it will take five months to get the certificate he needs to apply for a new passport.
I know it sounds ridiculous to be in such a situation and that all of this should have been the very first things that we organised but I assumed that he would have at least one I.D or birth certificate :-X given the process we were undertaking...does anyone have any advice at all of how to go about getting something to prove he is a citizen that we could get quickly, it has caused a big argument today. :'(

@Pitt1234 hi thanks for your reply, yes it's looking like we're going to change our avenue and apply outbound after all, I hadn't wanted to go down that route as I saw that the processing times were 15 months, as my son is 4 and starting school I was not keen on the possibility of having to leave the country at so important a time for him education wise(he's already trying to catch up on the French in time for his debut).

We have figured out that he has a chance of being able to apply for his citizenship certificate expeditively, he does have a carte maladie card it's just that that is expired these last few weeks also, I know on reading this it sounds extremely irresponsible but I have to take some responsibility for it as I am the one who has been dealing with the paperworks, I did not adequately confirm the documents that *he* needed until the last minute(just assuming he had a passport and/or birth certificate) I can't genuinely fault him for this and he has been amazing to my son and I for the past two years, supporting us in this country and helping me through many times of stress and difficulties. He is as we speak scouring his stored items hoping to find that 44 years old certificate of birth abroad card and trying to find a way to get his passport renewed quickly so it would be wrong of me to say that he doesn't make effort or care. We've just got caught up in the details of the details and missed one huge important but what was a seemingly presumed thing. Thanks for the help and info though. :)

Eh, I know some people just aren't that "aware" of those types of things. When we first went to submit our PR app, months of work, everything ready to go I realised we didn't actually have a marriage certificate, just the "fake" one they give you for looks.

But, don't worry so much if you do end up applying outland. It will likely be much faster than the posted 15 months.
