Really? Thus, I could apply for BOWP at this time since my current OWP will expire on Sept. 5 of 2015.

Where did you hear that? This is completely WRONG!
 
i got PPR and then withdrew my BOWP......i will suggest you to pay upfront RPRF and withdraw BOWP when it says we started processing application on ECAS....

its risky as June guys are still waiting after 3 months of medicals while july are getting early so there is no known pattern and if i was you i wont risk my status in canada for 500 dollars as 7th july is not far and waiting time for BOWP is 77 days so you already applied late because your health insurance will be ending on 7th july and trust me it can be much more that 500 dollars to go to hospital without health insurance in emergency...

You are right. Health issuance is important. By the way, cic started to process my application on Dec 18 of 2014. However, I am still waiting for PPR.

No it is not completely wrong!!!
One of my workmates had applied for BOWP and had it refunded because he got his PR,I'm still waiting for mine to be cancelled as we got DM the day after applying for our BOWP.
 
CIC will cancel and refund only if you ask for it. They will not cancel AND refund if you didn't ask for it and you are not already PR. In fact my BOWP got approved just in 7 days after "Decision Made" in my CEC application. And this make sense because for some ppl it is not always possible to land before wp got expired.

Yeah if you paid RPRF upfront you won't get a request, but you can still check your GCMS for that. Did you pass criminality, too? Usually it's the security check that's holding up the application at this stage, as it sometimes takes a while, depending on the individual...

CIC told me my RPRF had been received. My new GCMS notes might arrive in a week.
