Hi ,
I am reapplying for TRV application
Under Background information, there are 2 sections :
2b and 2c.
2b :
Have you ever been refused a visa or permit, denied entry or ordered to leave Canada ? I said Yes

2c :
Have you previously applied to enter or remain in canada? Please help me to Answer this question.

It's still a Yes... You have to apply before you re approved or denied.
