this is the answer from CIC:

Your application as requested is refused.
Due to the Frequency of participation regulation for this program for citizens of Germany your
application has been refused.

what does it mean?
I am from Germany ... I cant get the visa?

please don't double post.

anyway, to me it sounds like you already participated twice in the IEC program, or you applied under the same
category then your last visa. eg in 2012 you applied under the young professional category and in 2013 again.
as a german citizen you can only apply TWO TIMES under a different category. so, one year working holiday and the
next year young professionals.

German citizens are only allowed to participate in the program a certain number of times.

Is this your first time applying for the young professionals visa? Have you held any other similar visa before (e.g. IEC)?

I did ones work and travel visa. but I a applied twice for that ..used it ones!
and than I applied for this young professional!
so it is another program ..I don't understand!

you applied twice for whp? did you get accepted twice? like, did you get a LOI for each of your applications?
if you got that LOI twice, even if you didnt activate and use that permit, it still counts as participating in the program,
so you won't be able to get an IEC visa.

Hi,

I'm from the UK, and I got the same message as Julia123, that my application was rejected by CIC due to the 'Frequency of participation regulation'. I'm here currently under the IEC and I was applying for my second year.

I tried calling CIC in Canada and they say they have no record of my application. I dont know what to do, can anyone help please?

Check:

Starting 2013, two significant changes were made to the International Experience Canada initiative for British citizens:

British citizens will no longer be required to demonstrate habitual residency (i.e. that they have lived continuously in the UK).
British citizens are permitted to participate twice, each time up to 12 months.
Those who had participated under the 2010 quota or earlier (including through SWAP’s partner BUNAC) will be eligible for two additional participations of up to 12 months each.
Those who had participated once under the 2011 quota and once under the 2012 quota, (including through SWAP’s partner BUNAC) will not be eligible.
Those who had participated once under the 2011 quota or once under the 2012 quota (including through SWAP’s partner BUNAC) will be eligible for one final participation of up to 12 months.
Please note that no third party organization/vendor can guarantee you a spot in the IEC 2013 initiative.
