Another question about a caregiver LMO/employment contract

Hello,

I am currently in the process of looking for a live-in caregiver for my baby. I have advertised on job bank as well as local websites and have received a few, mediocre responses from overseas candidates and 2 from people already in Canada on the LCP (no responses from Canadian citizens or PRs). One of the candidates in Canada has only been here since June 2012 and the other since November 2011 and I question their reasons for wanting to change employers so soon (plus they do not have any/good references or enough experience in my opinion- less than 1 yr and no training). Are these reasons enough to obtain an LMO so that I can hire an overseas candidate? I have identified someone from the UK who is most qualified plus it looks like her processing would only take 2-3 mths per the CIC website.

If so, would it be advisable to create an employment contract for 2 yrs if the candidate agrees or would I have a better chance of being approved if I stick to a 1-yr contract? I am looking for a long-term candidate but am willing to hire one a yr-by-yr basis if that makes the approvals easier.

Also, would it help to send the candidate a supporting letter for her to submit with her application for a work visa? This letter would outline the reasons why she was selected and hopefully help her chances of approval. Note that she has over 6yrs experience so she is fully qualified but I would like to ensure I am doing everything possible to help her chances of approval as I cannot afford to waste any time if she gets denied for whatever reason. If a letter would not be helpful that's ok too.

If the candidates who responded are in Canada under the LCP, then they either have training certificates or experience before they came here; training certificate and or at least one year experience within the last three years are the requirements to be accepted under the LCP.

You can sign a two year contract or more years or one year contract with the candidate of your choice, no bearing on the LMO application.
