you can order any time, but if 6 months are passed then you can call CIC call center and request agent to raise a question to CIC asking why application is delayed. However CIC SLA to answer a call center question is 90 days.

You can safely fire your consultant now. He's no better than the dry leaf laying on the park floor. You can order your GCMS notes anytime. Good luck.
