The third tweet brings the issue up specifically. It says they ARE “processing paper-based permanent residence applications to the extent possible”. It means whether they have been submitted before or after the pandemic. The second tweet also doesn’t mention “online” for permanent residence cases.
yes the 3rd one gives some vague information that could be interpreted in different ways.
I don't want to be pessimist, but I don't believe them as they keep contradicting
their own words. Somewhere says they don't process PR applications, somewhere else it is the opposite.
Still when you send e-mail to Ankara office they clearly say that PR applications
are on hold until further notice.
And the immigration system was totally shut down in April and May (to the best of my knowledge), so I don't understand how 4,000 landed in April and 11,000 in May. I think only those had already received their landing visa before the pandemic could have traveled (maybe i'm wrong I don't know).
But if those 4,000 and 11,000 are in that category, it does not mean anything for use who are still waiting for updates and decision.

Hello,
I sent several emails to Ankara office and this is what they replay to me.

Dear Applicant,

You have reached the Migration Section of the Canadian Embassy in Turkey. Please note that due to the current worldwide pandemic and the current travel restrictions to Canada, our office is only providing essential services. We appreciate your patience as we monitor a fluid situation in regard to travel to Canada.
If you have applied for permanent residence to Canada (family sponsorship, skill worker, etc.) note that your application is on hold until further notice.
We appreciate your patience in this regard.

Yea, this is what they have been responding with, to everyone, for the past few months.
I am not sure what that really means, when they are actually giving out pre-arrival letters.
The whole thing is really vague. Who knows what they are doing. Frustrating!!

I got the pre-arrival letter on July 1st, and still waiting for the next step. Hopefully they will work hard and fast to finish all our applications soon.

The only reason I see here is that government wants to avoid extra burden on the health care system at this time. That is why they have stopped working on or at least issuing PR visas while working on other types of applications. And this is scary, because if this is the case, our applications will be on hold for a very long time with the excuse of the pandemic, unless a serious movement begins and put pressure on the government to move on with PR applications (which is unlikely to happen).
All their words here and there that "we are working on PR applications" (like the recent CIC tweets) is just a joke and they want us to keep quiet. Even those who have received pre-arrival letter, congratulations to them, but to me this does not mean that they are working.

100% I agree with you but Let’s hope they will look at our application and send us our passport request. Let’s keep ourselves positive

Being pessimist in this case is being realist. All the fact are saying that they are not working and they do not intend to work as it appears. I believe that is why they set an exemption for immediate families to apply for visitor visa. They already know that majority of immediate families that are abroad, have PR applications in process.
If they were planning to continue processing PR applications they wouldn't encourage people to apply for visitor visa. This is my thought. And if your situation allows, I suggest you apply for the visitor visa under the new exemption program. The only thing you may lose is $100 application fee.
I did so a couple of weeks ago and waiting for the results

Keep us posted on the visitor visa

I will. the day I applied the processing time was 47 days. 2 days later it changed to 267 days! and now it is 87 days
Can you please post the link here for the visitor visa ? And I thought if I apply for the visitor visa will effect our pR application.

I will do so when I finish my work (it also depends on the home country so mine might be different than yours). and NO, it has no effect on the PR application
