Hi, if you wish to change your application to apply outland you must re-do some of the forms, I think: http://www.cic.gc.ca/english/information/applications/fc.asp
Just call the CIC centre if you have questions about this. They aren't always helpful so if you get a call agent that doesn't sound like they know what they are talking about just call back again in a few hours.
When you fill out these forms you will see a box where you put what visa office will be processing the application (after you are approved to sponsor).
You will then send your package to a different address (the address for processing outland). http://www.cic.gc.ca/english/information/offices/canada/mississauga.asp
Processing outland for Ankara is a lot faster than inland. Remember the 14 month average you see on the CIC website is how long it took to process 80% of all files - the spreadsheet of forum users gives more realistic. As long as your file is straight-forward and complete and you don't have major red-flags (and therefore interview waived) you can assume a wait time shorter than 14 months. I think the real average time can be half of what is posted (so for Ankara it's more realistic to assume 7-9 months) as long as you have a standard case.

We have had other forum users who successfully applied outland while their spouse was living in Canada - both Turkish and Iranian nationals.
