sponsor 1 parent then once they are PR they can sponsor the other parental sponsorship can take upwards of 7+ years, also if you are doing parental sponsorship your income needs to be enough to satisfy your canadian household and the addition you will be bringing in so if its just you alone 3 but if you have a spouse maybe your spouse can be a co-signer and you could be in a higher income bracket

Shall I put the names of my other brothers/sisters in the "application to sponsor and undertaking" application form even if they are married already and are not coming here in Canada?

What do you think of this section at the B section Who is a dependent child?

Your child or a child of the person you are sponsoring will be considered a dependent child if that child

A. is under the age of 22 and not married or in a common-law relationship; or

B. married or entered into a common-law relationship before the age 22 and, since becoming a spouse or a common-law partner, has

been continuously enrolled and in attendance as a full-time student in a post secondary institution accredited by the relevant government authority and
depended substantially on the financial support of a parent; or

is 22 years of age or older and, since before the age of 22, has

been continuously enrolled and in attendance as a full-time student in a post secondary institution accredited by the relevant government authority and
depended substantially on the financial support of a parent; or

C. is 22 years of age or older, has depended substantially on the financial support of a parent since before the age of 22 and is unable to provide for himself or herself due to a medical condition.

Dependent children must meet the above requirements both on the day the Case Processing Centre in Mississauga (CPC-M), Ontario, receives a complete application and, without taking into account whether they have attained 22 years of age, on the day a visa is issued to them.
Thanks

Has your sister been in school continually since the age of 22? Or does she have a medical condition that makes her dependent on your parents?

The OP has to include both parents and dependents, even if s/he declares 2 of them non accompanying, s/he has to show sufficient income for the whole family.

If your mom can apply for visa on her own, perhaps she should do that and then your mom can add her husband and dependant children to her own application. That would be a much faster way then you sponsoring them.
