Amount for an eligible dependant - Non-Resident

My dad currently lives in another country but I send him monies multiple times a year for living costs up to $3,000.

Does anyone know if I can claim this for the Amounts for non-resident dependants?

He does not work, so he relies fully on me for support.
I live with my common-law and my brother, both have jobs and I don't support either and they're not supporting me.

I'm reading the tax guide but it's not clear. I can't get through the cal centre either.

This credit is only available if your have a spouse or common law partner or dependent children.
