Hi,

Can someone clear up some confusion here. The applicant is an American with an American passport. Do we need the applicant's birth certificate for an outland application?

The guide http://www.cic.gc.ca/english/pdf/kits/guides/3910e.pdf states:

Provide birth certificates, baptismal certificates, national identity card or certificate (Cedula) where available, or other official document confirming relationship (including all pages of Household Registries) for you and each of your family members.

It's the confirming relationship part that's confusing since we are not sponsoring a child. Does anyone have a definite answer?

Yes, include a photocopy of the birth certificate for the applicant. The wording is confusing, but that's because they're covering their bases for all sorts of relationships and situations.

When in doubt, remove the extraneous wording and focus on what they want.

CIC-speak:

"Provide birth certificates, baptismal certificates, national identity card or certificate (Cedula) where available, or other official document confirming relationship (including all pages of Household Registries) for you and each of your family members."

Translation:

"Provide your birth certificate."

That will complete the requirements for item 7 on the checklist and the passport comes into play on item 9, so you'll need both.
