As coolguy2010 says, the IELTS must be submitted for the principal applicant with the initial application. It will be returned as incomplete without it.
Unfortunately it is looking like financial analyst will be one of the most popular NOCs, and my personal guess (and this is just a guess!) is that the 300 cap has already been filled with the applications received over these first few weeks, or it is certainly very close to it.
If you take a look here we can see there are 24 applications for this NOC just for the forum members here, and that's likely to be a very small percentage of the worldwide total (based on past spreadsheets around 2.5%).
We'll have more details when CIC start publishing the figures of the applications received.
I think you'd need to apply right now to have any chance of getting within the 300 cap for that noc.
How old is your current IELTS? You know it's good for 2 years now?
Sorry I don't have better news for you, and by all means try but I think at this stage by the time you have booked and taken an IELTS test the 300 cap will almost certainly have been filled.
Have you considered trying to secure a job offer with LMO/TWP? Then you can apply under Cat 2 and not need to worry about the cap.
